ASEAN reaffirmed its commitment to responsible artificial intelligence governance as Secretary-General Dr. Kao Kim Hourn joined global leaders at the World Artificial Intelligence Conference (WAIC) 2026 in Shanghai. The discussions underscored the importance of international cooperation in shaping an inclusive and sustainable AI future.
Secretary-General of ASEAN, Dr. Kao Kim Hourn, participated in the High-Level Meeting on Global AI Governance on 18 July 2026, held on the sidelines of the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, China. Bringing together heads of government, leaders of international organisations, industry representatives and academics, the meeting served as a platform to discuss the opportunities and challenges presented by the rapid advancement of artificial intelligence.
Held under the theme “AI Partnership for a Brighter Future,” the high-level dialogue explored how AI can be harnessed to accelerate sustainable development, strengthen common security, promote inclusiveness and improve global AI governance. Participants exchanged perspectives on fostering responsible innovation while ensuring that the benefits of AI are shared broadly across societies.
During his remarks, Dr. Kao outlined ASEAN’s perspectives on AI governance, highlighting the region’s efforts to develop frameworks that encourage innovation while promoting transparency, trust and accountability. He emphasised the importance of balancing technological advancement with policies that support ethical AI development and safeguard the interests of ASEAN’s diverse communities.
Dr. Kao also reaffirmed ASEAN’s commitment to strengthening international cooperation in AI governance. He stressed that collaboration among governments, international organisations, the private sector and academia will be essential in addressing emerging challenges, establishing common principles and unlocking AI’s potential to drive digital transformation and sustainable economic growth.
