Singapore recently hosted Dr Sitthiroth Rasphone, Lao PDR’s Deputy Minister of Finance, to discuss pressing regional developments, the ASEAN Power Grid, and strategic cooperation amidst geopolitical shifts.

Singapore recently hosted Dr Sitthiroth Rasphone, the Deputy Minister of Finance for Lao PDR, alongside a delegation of distinguished guests for an evening of bilateral discussions. The dinner engagement provided an opportunity to shape the strong ties between the two nations and explore avenues for deeper collaboration.

During the meeting, officials engaged in comprehensive conversations regarding the most pressing issues currently shaping the region. Key topics included the broader developments across Southeast Asia and the complex geopolitics of a world order that is presently in transition. Both sides recognised the necessity of working hand in hand to pursue common interests and maintain stability amidst ongoing geopolitical uncertainty.

A significant portion of the dialogue centred on regional energy security and infrastructure. The discussions highlighted how energy, particularly the advancement of the ASEAN Power Grid, has emerged as an increasingly vital priority for both nations and the wider region. This cooperative framework is expected to play a crucial role in Southeast Asia’s sustainable development and economic integration.

Looking towards the future, Singapore shared its key priorities and workstreams aimed at strengthening bilateral and regional cooperation, particularly in the lead-up to its ASEAN chairmanship in 2027. The meeting also offered valuable perspectives on the current economic outlook for Lao PDR. Dr Sitthiroth shared his wisdom on the nation’s ongoing economic strategies as it actively prepares for its milestone graduation from Least Developed Country (LDC) status. Singapore expressed its gratitude to the Lao delegation for their time and the fruitful exchange of ideas.

Singapore reaffirmed its 20-year training partnership with Laos, exploring new areas including sustainability, digitalisation and leadership development.

Singapore officials met with H.E. Vilayvanh Boutdakham, Vice President of Laos’ Central Committee for Organisation and Personnel (CCOP), to discuss the Singapore-Laos partnership on human resource development. Following administrative reorganisation in Lao PDR last year, CCOP now oversees the training and professional development of all State, Party and Government officials.

Under the Singapore Cooperation Programme (SCP), Singapore has provided dedicated English language courses to senior Lao officials for over 20 years. Building on this foundation, an inaugural training programme in leadership and governance was launched last June, an initiative first proposed by Prime Minister Lawrence Wong during his bilateral official visit to Laos in 2024.

The partnership is also expanding into new and emerging areas, including sustainability, renewable energy, digitalisation, and international aviation law, reflecting Laos’ evolving development priorities alongside Singapore’s areas of expertise.

During the meeting, H.E. Vilayvanh reaffirmed Laos’ continued interest and commitment to the development partnership. Singapore officials noted that as Laos progresses in its development journey, the partnership must similarly evolve to remain relevant, with both sides committed to adapting their cooperation over time.

Notably, H.E. Vilayvanh is himself an SCP alumnus, and was invited to visit Singapore again at a time of his convenience, underscoring the personal and institutional continuity of the longstanding partnership between the two countries.
