ASEAN and Japan reaffirmed their commitment to advancing the Comprehensive Strategic Partnership during the 41st ASEAN-Japan Forum in Singapore. The meeting reviewed progress on existing initiatives and identified priority areas for future cooperation in support of regional peace, stability, and sustainable development.

ASEAN and Japan reaffirmed their commitment to further strengthening the Comprehensive Strategic Partnership (CSP) during the 41st ASEAN-Japan Forum held in Singapore. The meeting underscored the shared commitment of both sides to promoting regional peace, stability, and prosperity while supporting the implementation of ASEAN 2045: Our Shared Future.

The forum brought together senior officials from ASEAN Member States and Japan to review the progress of bilateral cooperation and discuss priorities for future collaboration. The meeting was co-chaired by Singapore’s Permanent Secretary of the Ministry of Foreign Affairs, Albert Chua, and Japan’s Senior Deputy Foreign Minister, Namazu Hiroyuki, and was attended by the Deputy Secretary-General of ASEAN for the ASEAN Political-Security Community and their respective delegations.

Participants welcomed the continued momentum of ASEAN-Japan relations following the 28th ASEAN-Japan Summit in 2025 and noted the steady implementation of the Joint Vision Statement on ASEAN-Japan Friendship and Cooperation – Trusted Partners and its accompanying Implementation Plan. To date, approximately 81 per cent of the action lines under the plan have been addressed through various programmes, activities, and projects.

ASEAN expressed appreciation for Japan’s continued support for ASEAN Centrality and ASEAN Community-building efforts. Japan reaffirmed its full support for the ASEAN Outlook on the Indo-Pacific (AOIP), noting its shared principles with Japan’s Free and Open Indo-Pacific (FOIP) vision, and reiterated its commitment to advancing the implementation of the Joint Statement adopted at the 28th ASEAN-Japan Summit.

The forum also identified key areas for expanded cooperation, including trade and investment through the possible upgrading of the ASEAN-Japan Comprehensive Economic Partnership (AJCEP) Agreement, digital transformation, energy transition, food security, connectivity, cybersecurity, maritime cooperation, climate change, disaster management, human resource development, cultural exchanges, and people-to-people connectivity. These efforts were recognised as contributing to the realisation of the ASEAN Community Vision 2045.

The meeting further provided an opportunity for ASEAN and Japan to exchange views on regional and international developments of mutual interest. Both sides reaffirmed the importance of maintaining an open, inclusive, transparent, and rules-based regional architecture with ASEAN at its centre, while underscoring the value of dialogue, cooperation, and adherence to international law in addressing regional and global challenges.

Q: The IWD 2026 theme is “Give to Gain.” As a woman representing Nigeria on the international stage, what does this theme mean to you personally?

The commemoration of International Women’s Day each year is fundamentally a call to action—one that underscores the importance of promoting gender equality by safeguarding the fundamental human rights of women and harnessing their immense potential for societal progress. Women constitute half of the global population, and as clearly articulated in the United Nations Sustainable Development Goal 5, gender equality is indispensable to sustainable development. The theme “Give to Gain” is particularly apt this year. It reminds us that achieving meaningful gender equality requires deliberate investment—whether in amplifying women’s voices, educating the girl child, or ensuring equitable access to opportunities. It is a shared responsibility to recognise and celebrate the contributions of women while actively addressing the barriers they face.

Q: Nigeria is home to incredibly dynamic and resilient women across business, culture, and public life. How do you see the “Give to Gain” spirit reflected in Nigerian women?

Nigeria indeed boasts a remarkable array of women who have made significant contributions across business, culture, and public life. At the governmental level, successive First Ladies have institutionalised initiatives aimed at empowering women. Under the Renewed Hope Initiative, led by Oluremi Tinubu, there has been a strong emphasis on economic empowerment, girl-child education, health, and advocacy for women’s inclusion in leadership.

Beyond government, individual trailblazers such as Folorunsho Alakija and Ibukun Awosika in business, Nike Davies-Okundaye in the arts, Chimamanda Ngozi Adichie in literature, and Omotola Jalade Ekeinde in film exemplify this ethos. On the global stage, figures like Ngozi Okonjo-Iweala and Amina Mohammed have not only broken barriers but continue to give back through mentorship and advocacy. These women embody the principle that empowerment is most impactful when it is shared.

Q: Africa is a continent of immense growth and potential. How do you think investing in and empowering women can accelerate Nigeria’s and Africa’s development?

Africa’s potential is undeniable, supported by both its natural resources and human capital. Women account for approximately half of the population and form a significant portion of the informal workforce. Unlocking this potential requires intentional strategies. Nigeria’s National Gender Policy (2021–2026) and the broader Renewed Hope Agenda focus on economic empowerment, financial inclusion, and political participation for women.

At the continental level, the African Union’s Gender Equality and Women’s Empowerment Strategy addresses systemic barriers such as unequal access to education, limited legal protection, and harmful cultural practices. Similarly, the African Continental Free Trade Area places emphasis on strengthening micro and small enterprises—many of which are led by women. Investing in women is not merely a social goal; it is an economic imperative that directly accelerates national and regional development.

Q: As a diplomat based in Singapore, what have you given through your work here, and what has Nigeria gained from this diplomatic relationship?

Since assuming duty in June 2024, my mandate has centred on strengthening bilateral relations between Nigeria and Singapore. This has been achieved through high-level official engagements, including visits by key ministers such as Hon. Minister of Foreign Affairs of Nigeria, Amb. Yusuf Maitama Tuggar and Hon. Minister of Education of Nigeria, Dr Tunji Alausa. These engagements have yielded tangible outcomes.

A notable milestone is the entry into force of the Investment Promotion and Protection Agreement in August 2025, which enhances investor confidence and economic cooperation. In education, collaboration between Nigeria’s National Board for Technical Education and Singapore’s ITE Education Services has formalised knowledge exchange in technical and vocational training. These efforts reflect a reciprocal relationship—what we give in diplomatic engagement translates into measurable national gains.

Q: What is the most important lesson you have learned about women’s leadership throughout your career in diplomacy?

Leadership, particularly for women, demands intentionality. It is essential to lead by example, demonstrating integrity, resilience, empathy, and professionalism. These qualities not only help achieve institutional objectives but also challenge persistent stereotypes about women’s capabilities. Equally important is leveraging one’s position to influence policies that advance gender equality.

Q: What is your message for women this International Women’s Day?

My message is simple yet profound: be a shining example and invest in the education of the girl child. Education remains the most powerful tool for breaking cycles of poverty and empowering communities. When you educate a girl, you educate an entire society. This is the essence of “Give to Gain”—a principle that should guide our collective actions.

The Global Aviation and Maritime Symposium, which was held in Singapore from 13–14 July 2025, was organised by the Ministry of Transport in collaboration with the Civil Aviation Authority of Singapore (CAAS) and the Maritime and Ports Authority (MPA) of Singapore.

The conference brought together global industry leaders in the Aviation and Maritime sectors. The Nigerian Delegation was led by His Excellency Festus Keyamo, SAN, Hon. Minister of Aviation and Aerospace Development. Also in attendance was Mr. Bola Oyebamiji, Managing Director of the National Inland Waterways of Nigeria, who represented the Minister of Marine and Blue Economy, His Excellency Adegboyega Oyetola.

The Nigerian Federal Civil Service Commission visit to Singapore, 21–25 January 2025 

In January 2025, the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, mni, OON, led a delegation of the Nigerian Civil Service on a study visit to Singapore in January 2025.

Nigeria becomes the 23rd AfCFTA State Party to officially publish its Provisional Schedule of Tariff Concessions, advancing regional trade integration

The Federal Republic of Nigeria has officially gazetted its Provisional Schedule of Tariff Concessions (PSTCs), marking a significant step in the country’s implementation of the African Continental Free Trade Area (AfCFTA) Agreement. With this move, Nigeria becomes the 23rd AfCFTA State Party to take this critical measure.

To “gazette” or domesticate a trade commitment means to formally announce and publish it within a country’s legal framework. This act enhances transparency and ensures that businesses, organisations, and the public are clearly informed of trade regulations that have entered into force.

For traders and economic operators, Nigeria’s gazetting of its PSTCs confirms that the country will now extend preferential tariff treatment to eligible goods imported under the AfCFTA Agreement. This adds a layer of clarity and predictability, which is essential for encouraging cross-border commerce and long-term investment.

The move is a key milestone in Nigeria’s trade policy and further signals its commitment to deepening economic integration on the African continent. As more countries follow suit, the practical implementation of the AfCFTA continues to gain momentum, promising a more connected and prosperous Africa.

A landmark visit by Nigeria’s Civil Service leaders to Singapore’s UNDP Global Centre marks a new chapter in the transformation of Nigeria’s public service

On 25 January 2025, a Nigerian delegation led by Mrs. Didi Esther Walson-Jack, Head of the Civil Service of the Federation (HCSF), visited the United Nations Development Programme (UNDP) Global Centre for Technology, Innovation, and Sustainable Development in Singapore. The visit was a pivotal moment for Nigeria’s public service, aiming to strengthen its capacity for transformation by learning from Singapore’s renowned civil service model.

During the visit, Mrs. Walson-Jack reaffirmed Nigeria’s commitment to achieving public service excellence. She emphasised the importance of international collaboration in improving Nigeria’s civil service and expressed a desire to adopt best practices from Singapore, which is internationally recognised for its efficient, transparent, and innovative public service systems.

The visit also led to the proposal for a partnership between the UNDP Global Centre and the Public Service Institute of Nigeria. This collaboration is set to focus on joint training programmes, research, and the exchange of innovative solutions, with the goal of transforming Nigeria’s civil service into a model of professionalism, accountability, and efficiency.

Mrs. Walson-Jack praised Singapore’s accomplishments in public sector transformation and expressed eagerness to incorporate Singapore’s successful practices into Nigeria’s civil service reform efforts. She also thanked the UNDP in Nigeria for facilitating the visit and expressed gratitude to the Global Centre for its warm hospitality.

The Nigerian delegation, comprising 20 Heads of State Civil Services, is the first group in the first phase of an initiative aimed at modernising Nigeria’s civil service by drawing inspiration from the globally respected Singapore Public Service model. West African leaders gathered in Abuja to discuss regional integration, economic growth, and cooperation at the landmark ECOWAS meeting

On 12-13 December 2024, the Honourable Minister of Foreign Affairs of Nigeria, HE Ambassador Yusuf Maitama Tuggar, welcomed delegates to Abuja for the 93rd Ordinary Session of the ECOWAS Council of Ministers. Held under the chairmanship of Nigeria, the session reaffirmed the region’s commitment to fostering cooperation and economic integration among member states.

In his opening statement, Ambassador Tuggar, representing President Bola Ahmed Tinubu, emphasised the importance of regional collaboration to address economic and trade challenges. Discussions focused on improving intra-regional trade, which remains significantly low at 12%-13%, and leveraging instruments such as the ECOWAS Trade Liberalization Scheme (ETLS) and the ECOWAS Investment Code to unlock economic potential.

The Minister announced plans to lead a sensitisation programme in Lagos in early 2025, showcasing the region’s economic opportunities. This initiative aims to encourage cross-border trade and investment, with participants set to inspect factories producing goods under the ETLS framework. Ambassador Tuggar urged other member states to adopt similar measures to enhance economic cooperation within the bloc.

The session also served as a farewell for Ghana’s Minister of Foreign Affairs, Hon. Shirley Ayorkor Botchwey, who is transitioning to her new role as Secretary-General of the Commonwealth. Hon. Botchwey was commended for her leadership and significant contributions to ECOWAS during her tenure.

The meeting concluded with optimism as leaders reaffirmed their dedication to addressing challenges through constructive dialogue and enhanced regional cooperation. Olam Agri’s new wheat variety aims to enhance local cultivation, reduce reliance on imports, and address challenges faced by Nigerian farmers during the harmattan season.

Singapore-based agribusiness leader Olam Agri has unveiled a groundbreaking heat-tolerant and early-maturing durum wheat variety in Nigeria. Designed to thrive in the dry harmattan season, the new variety offers a sustainable solution to challenges faced by Nigerian farmers and could significantly reduce the country’s reliance on imported wheat. The announcement aligns with Olam Agri’s commitment to enhancing food security and empowering local agricultural communities.

The initiative, part of Olam’s Seeds for the Future project launched in 2021, aims to develop wheat seed varieties adapted to Nigeria’s unique topographic and climatic conditions. In collaboration with the International Centre for Agricultural Research in Dry Areas, Olam Agri addressed key barriers to wheat cultivation identified in a survey of farmers across four villages in Northern Nigeria. Farmers had previously struggled with long-growing wheat varieties that interfered with rice planting cycles and lacked the financial support to expand wheat farming.

The new Crown wheat variety matures faster, allowing farmers to cultivate rice in subsequent seasons without delays. Preliminary tests have also confirmed its high yield and suitability for pasta production, addressing the needs of Olam’s Nigerian subsidiary, Crown Flour Mills — one of the country’s largest wheat millers and pasta producers.

The rollout begins this December with an initial distribution of 100kg of seeds to ten farmers, alongside agronomic training and financial support. These farmers are expected to multiply the seeds into three tonnes of certified seeds, which will then be scaled to 30 tonnes for community-level cultivation before full commercialization.

Nigeria currently imports over 90% of its annual wheat demand, valued at nearly US$2 billion in 2023, with major suppliers including Poland, Canada, and Russia. By promoting domestic wheat production, Olam Agri seeks to help Nigeria achieve self-sufficiency in wheat production, alleviate the economic burden of wheat imports, and support farmers in adapting to changing market conditions.

SINGAPORE, 30 October 2024 – The High Commission of the Federal Republic of Nigeria in Singapore hosted an elegant reception at the Sheraton Towers to mark Nigeria’s 64th Independence Anniversary. The event was led by H.E. Mrs. Francisca Kemi Omayuli, Chargé ��’A�ڴڲ�������� en titre of the Nigerian High Commission, with Senior Parliamentary Secretary (SPS) Mr. Shawn Huang attending as the Guest of Honour. The reception brought together diplomats, business leaders, Singapore government officials, and members of the Nigerian community to celebrate Nigeria’s rich heritage and bright future.

In her opening remarks, H.E. Omayuli highlighted the strong and enduring relationship between Nigeria and Singapore, noting that both countries have fostered close bilateral ties for the past 24 years, supporting each other’s aspirations on both bilateral and multilateral fronts. “Singapore is one of Nigeria’s major trading partners, and in the fourth quarter of 2023, Singapore ranked Nigeria’s number one import trading partner, with a trade volume accounting for 36.9% of total imports,” she stated.

H.E. Omayuli also acknowledged the contributions of Singaporean companies to Nigeria’s business landscape, including the Tolaram Group, Olam International, and Indorama Corporation, whose investments in Nigeria’s free trade zones and industrial sectors play a vital role in the nation’s economic development. She also praised the Singapore Cooperation Programme, which has benefitted over 700 Nigerian officials through capacity-building initiatives.

The event also highlighted Nigeria’s rich human and natural resources, with the High Commissioner discussing the nation’s growing youth population, vibrant entrepreneurial spirit, and ongoing reforms aimed at diversifying the economy beyond oil. H.E. Omayuli underscored the Nigerian government’s commitment to education, youth empowerment, and job creation, which are central to achieving long-term socio-economic growth.

In his speech, Mr. Shawn Huang echoed similar sentiments, noting Nigeria’s significant contributions to regional peace and security, as well as its immense potential for growth in various sectors, including agriculture, technology, and entertainment. Nigeria offers terminal establishment licenses, expanding export storage capacity and attracting investment while creating jobs and addressing climate change in the petroleum industry.

In a significant milestone for Nigeria’s petroleum industry, the Federal Government announced on 13th June that it had offered its first terminal establishment licenses under the Petroleum Industry Act (PIA). The Nigerian Midstream Downstream Petroleum Regulatory Authority (NMDPRA) granted the licenses to Nigeria National Petroleum Company Limited and Balema Oil Producing Limited, with the aim of attracting more investors into the sector. This development is expected to address unemployment, particularly in the Niger Delta region, while significantly expanding Nigeria’s export storage capacity by over four million barrels.

Expansion of Export Storage Capacity

According to Farouk Ahmad, the Chief Executive of NMDPRA, the licences granted to NNPC Exploration and Production Limited will facilitate the establishment of a 2,179,747 barrel crude oil terminal at Offshore Akwa Ibom State within Nigeria’s Exclusive Economic Zone. Additionally, the Belema Sweet Export Terminal will see the creation of a 2,000,000 barrel crude oil terminal at the Southern Part of the Exclusive Economic Zone, 20 nautical miles from Kula. These developments mark a crucial step towards strengthening Nigeria’s export infrastructure and improving its position in the global petroleum market.

Investment Opportunities and Ease of Doing Business

Ahmad emphasised that the government’s move to offer these licences signifies a fresh approach aimed at attracting more investors to the sector. The NMDPRA aims to enable investment by ensuring ease of doing business and facilitating a favourable investment environment. The successful establishment of these terminals is expected to encourage further private investment in crude oil terminals, thereby enhancing Nigeria’s oil industry and stimulating economic growth.

Job Creation and Addressing Climate Change

The President of Balemaoil, Tein Jack-Rich, highlighted the project’s potential to address various industry challenges and contribute to job creation in Nigeria. The establishment of the terminal is projected to create 100,000 jobs in the Niger Delta and across the country. The infrastructure will not only improve operational efficiency, storage, and production security but also provide transportation solutions for Nigeria’s petroleum industry. Importantly, the project’s hybrid nature, integrating green energy generated from installed 3.6MW wind turbines with traditional energy sources, reflects a commitment to reduce carbon emissions and protect the environment. This pioneering operational model is the first of its kind in an oil export terminal worldwide.

The granting of terminal establishment licenses under the Petroleum Industry Act represents a significant milestone for Nigeria’s petroleum industry. The 2023 Nigerian Oil and Gas Opportunity Fair showcased oil and gas opportunities valued over $50 billion, attracting international and indigenous companies, while emphasizing the need for preparedness and regulatory support to drive the sector’s growth.

Oil and gas opportunities worth over $50 billion were showcased at the recently concluded 2023 Nigerian Oil and Gas Opportunity Fair (NOGOF) held in Yenagoa, Bayelsa State. The event, which spanned two days, brought together international and indigenous companies in the oil and gas industry, drawing a total of 1,086 registered participants.

Engr. Simbi Kesiye Wabote, the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), highlighted the diverse range of opportunities presented at the fair. These opportunities, spanning various segments of the industry, are set to attract substantial investments in the Nigerian oil and gas sector over the next five years. The opportunities originate from both indigenous players and major industry stakeholders such as the Nigerian National Petroleum Company (NNPC) and international oil companies.

To effectively participate in these projects and opportunities, interested service companies and industry players were urged to adequately prepare themselves. Wabote emphasized that the oil and gas industry is highly technical and places great importance on safety and quality standards. Nigerian companies were encouraged to build their capacities and ensure they have the necessary expertise and resources to actively engage in these projects.

Wabote commended the growth and competitiveness of Nigerian content in the oil and gas sector, emphasizing the shift from expatriate dominance to the prominence of indigenous firms. He expressed delight in the significant contributions of indigenous companies across the entire oil and gas value chain, from upstream to midstream and downstream operations.

In addition to addressing these challenges, Wabote called for the eradication of policy inconsistencies and the timely release of key regulations that would complement the Petroleum Industry Act (PIA). He urged regulatory bodies to provide a conducive environment for investors, fostering confidence and enabling the smooth progress of oil industry projects. Furthermore, he highlighted the need to tackle security issues, particularly crude oil theft in the Niger Delta, which has disrupted operations and forced indigenous operators to explore alternative, more costly options for crude oil evacuation.

The success of NOGOF has positioned it as a crucial platform for showcasing investment opportunities and promoting collaboration in the Nigerian oil and gas industry. The fourth edition of NOGOF was attended by industry leaders, including the Group Chief Executive Officer of NNPC, Mallam Mele Kolo Kyari, and the Chairman of Shell Companies in Nigeria, Mr. Osagie Okunbor. Chief executives from various international and indigenous operating and service oil and gas companies, as well as other industry stakeholders, were also present.

The next edition of NOGOF is scheduled for 2025, providing further prospects for industry players to explore and capitalize on the evolving opportunities in the sector. The Nigerian oil and gas industry is poised for significant growth and investment, with the showcased opportunities valued at over $50 billion. The collaborations and engagements fostered at NOGOF will contribute to the development and expansion of the sector, promoting indigenous participation and the overall advancement of the Nigerian economy.
